George W. Bush and Dick Cheney both declared that deficits don't matter. Reagan ran a deficit of 17%, while Bush Sr. ran one of 12%. Even though Obama's deficit will only be around 8%, the GOP has engaged in a new deficit scare tactic to convince us that Obama's stimulus plans will do more harm than good. Given the lessons of history, and the fact that Clinton turned Bush's 12% deficit around to a 1% deficit in 18 months, we can't worry too much about deficit spending.
