1. If they HAD to give out a jaywalking ticket,
wouldn't it have been the elderly couple? Regardless, these people have lost their fucking minds to even consider giving a ticket. They could announce the fault of the pedestrians, but a ticket?

2. My theory is they hit him with a ticket to psychological settle this
before the city is cited for reckless endangerment of another person.

Keep in mind, guys, that cop on the street, like workers in shops, usually play by the rules because THEIR JOBS DEPEND ON IT. Their 'bosses' frequently rescind foolish/socially unacceptable decisions.
