in view of the darkening clouds over the economy and the hiatus in government always attendant upon an outgoing Administration, there seems a real need for the switch-over between the outgoing and incoming Administrations to be expedited on an urgent basis. And, accordingly, he was going to make such arrangements, in order for President Elect Obama to be able to take over the reins, just as soon as it is physically possible.

It would be an act of statesmanship; patriotism trumping politics.
