6. oh. in that case...

I haven't investigated, so don't know but I think she
explained that the agencies were directed to prepare
the regulatory proposals, but they miscalculated
the deadline.

So the proposals may not been officially published as
proposed regs. Thus no place to "look", except what can be
got by FOIA from the agencies.

Thus I surmise its just an amusing "interal administrative f*up"
exposed by the usual reliable anon sources. Be nice to know
what they wanted though, so we can make sure they are
especially disappointed.
