In 1986, Reagan signed legislation greatly increasing the earned income tax credit, a credit for low-income workers that reduces the impact of payroll taxes in order to boost take-home pay above poverty levels. When the credit is more than the amount of federal income taxes owed by an individual, that person receives a tax refund.

It's the best anti-poverty, the best pro-family, the best job creation measure to come out of Congress.

That Teddy Roosevelt quote had nothing to do with redistribution, Here’s the whole quote:

No man should receive a dollar unless that dollar has been fairly earned. Every dollar received should represent a dollar's worth of service rendered--not gambling in stocks, but service rendered. The really big fortune, the swollen fortune, by the mere fact of its size, acquires qualities which differentiate it in kind as well as in degree from what is possessed by men of relatively small means. Therefore, I believe in a graduated income tax on big fortunes, and in another tax which is far more easily collected and far more effective--a graduated inheritance tax on big fortunes, properly safeguarded against evasion, and increasing rapidly in amount with the size of the estate.

No where in there does he mention stealing from the rich to give welfare to anyone. He did believe in the wealthier carrying a larger proportion of the costs of government than the poor. I agree with that as well, but neither one of us ever advocated anything close to the levels of taxation found today. At the time of this speech, the US did not have an income or inheritance tax.

The Eisenhower quote has nothing to do with redistribution, and I’ve already explained the Reagan thing.

Where do you get this nonsense?
