What?! Why?

Exactly what does he mean by preconditions? I disagree with them when they say that about people who they consider 'terrorists,' but at least they have preconditions to impose, like a halt to violent operations, whether or not they exist. Regarding Chavez though, someone needs to ask McCain what conditions he would impose. Maybe it would be something like "give us all your oil."
