Reminds me of that episode of Extras where Ricky Gervais accidentally yells at a mom and her disabled child without realizing that child is disabled.

In this instance, I don't think the criticism is valid, although yes, it does make Rudy look like a huge douche.

at the mayor of new york, he should have realized the possibility that the guy was telling the truth. Just because he is a LIAR doesn't mean everyone he talks to is too. A real man would have THOUGHT and given the guy the benefit of doubt that he was telling the truth, if for no other reason that to make sure something like this didn't come back to bite him in the ass.
