Defense Secretary Robert Gates wants answers as to why the military uses private contractors for training. His questions follow concerns from a Virginia lawmaker regarding Blackwater Worldwide's new Naval Training Center in Otay Mesa. KPBS Reporter Amita Sharma has more.
In a memo to the Joint Chiefs of Staff, Gates says a fundamental question remains unanswered -- Why has the military come to rely on private contractors to provide combat training. Gates also asks whether military leaders are comfortable with the practice and whether they understand the quality and cost implications.
Gates' memo comes after Virginia Senator Jim Webb questioned Blackwater's Navy training center in Otay Mesa. In a letter to Gates, Webb writes that initial value of the firm's Navy contract was $36 million. It was reviewed and approved by only one level above the person responsible for negotiating it, and has since grown to $53 million. Given the size of the contracts, that practice Webb writes should quote "give us all pause."

Mayor Jerry Sanders has returned thousands of dollars in campaign contributions
Friday, Aug. 1, 2008 | Months after his successful reelection, Mayor Jerry Sanders has returned $8,620 in campaign donations from supporters who had business pending before the city, according to campaign finance reports filed Thursday.
Those returned donations went back to housing developers, lobbyists and consultants who had business pending before the city. Several employees of Westfield Corp., which has a $900 million expansion of University Towne Center pending, got refunds. So did lobbyists who had defense contractor Blackwater and developer Sunroad Enterprises as clients.

Mexico, which is banking on deep-water oilfields in the Gulf (an area under Fourth Fleet purview) to revive its sinking reserves, does not seem alarmed about the war ships on the eastern horizon - despite the rather touchy dispute over whether Mexico or the U.S. has title to those deep-water tracts.
Blackwater has recently been awarded big boodle Department of Defense drug war contracts and appears to be bulking up to challenge DynCorps which holds the franchise on privatizing Washington's War on Drugs in Latin America.
What does presumptive President Barack Obama think about all this updated gunboat diplomacy?
