10. CIA tortures people not getting enough news coverage so Rove gives it more

so that Bush-Cheney can blackmail the CIA into keeping quiet about their own Iran NIE in the run up to the planned invasion of Iran. The irony is that the story about Martinez and most of the NYTs CIA reporting including the Two Torture Tapes story almost certainly come straight from the office of the VP. So, what we have now is Rove trying to direct attention at his own story but pretending to criticize the NYT for it.
