Gets sucked into "Black Projects" where there is little to no oversight. The largest percentage of those projects are the personal feifdoms of Air Farce Generals. Having a black project of your very own, in the Air Farce, is a sign of status.

If investigators want to know where that money is going, that is where they should look.
