AFSCME Council 5 Field Representative

AFSCME MN Council 5 is currently taking applications for the position of Field Representative. This position will be based out of the South St. Paul Office. At this time, we anticipate the assignment will involve working with State, Private, City and Local government local unions.

FIELD REPRESENTATIVE
The Field Representative is responsible for performing a multitude of duties providing representation to AFSCME MN Council 5 members and locals. The overall responsibility is for building local union capacity and empowering the membership.

JOB SUMMARY
Incumbents may perform any or all of the following duties and responsibilities for AFSCME MN Council 5 on a recurring basis depending upon the individual local and/or unit assignments. Examples providing a general summary of work and should not be treated as a total and complete list of duties performed by employees in the classification.

JOB DUTIES

* Works with locals and/or units to develop and implement a process in which the members are involved in finding and implementing solutions to problems rather than having problems solved for them.
* Arranges and participates in frequent site visits to improve communications with rank and file bargaining unit members. This is in addition to regular meetings with leadership of local unions.
* Communicates to the membership policies and positions of the organization; provides advice and guidance to the membership and leadership regarding issues facing the organization.
* Promptly and accurately responds to all forms of communication.
* Attends as needed, local and/or unit meetings.
* Has the ultimate responsibility for the enforcement of the collective agreements. Processes and prepares grievance files in accordance with Council 5 policies. Prepares and conducts arbitrations.
* Assists local and/or units in preparation for negotiations. Does research, when necessary, to conduct negotiations. Serves as the chief negotiator in contract negotiations.
* Facilitates internal organizing campaigns.
* Attends to labor relations problems as they occur. Serves as a resource person for legislative items, trends in collective bargaining, and other matters relating to terms and conditions of employment.
* Trains Local Leaders and Stewards on their duties as a Leader and Steward.
* Actively look for and support opportunities and activities to organize unrepresented groups of workers.
* Will complete accurately and timely all AFSCME MN Council 5 required forms, including activity and expense reports.

ACCOUNTABILITIES
Field Representatives must be able to work independently and make necessary decisions concerning all aspects of representation. They are accountable to the assigned Field Director and ultimately to the members of AFSCME MN Council 5.

JOB REQUIREMENTS

* High School diploma or equivalent.
* Knowledge and/or experience in the labor movement.
* Knowledge of the labor movement and its various structures.
* Demonstrable ability to organize and plan work.
* Ability to analyze and resolve complex problems.
* Ability to work under pressure, independently with limited supervision.
* Ability to communicate effectively in all formats.
* Availability to work long, irregular and unusual hours, including weekends and holidays. Most weeks will be more than 40 hours.
* Must have a valid driver’s license and be insurable.
* Knowledge of computers, internet and email

AFSCME Council 5 Political Organizer

Duties:

* Leads mobilization of AFSCME members in support of union’s political program.
* Trains and directs member activists in their workplace and elsewhere.
* Builds action committees of members to hold elected officials accountable.
* Works on electoral campaigns to elect or defeat candidates in races ranging from school board to governor.
* Helps union locals develop capacity to mobilize members.
* Builds union local and member activism to get more members signed up for our PEOPLE PAC payroll deduction program.
* Identifies and builds ties with potential coalition partners.
* Maintains database of member activists and others.
* Write fliers, letters to the editor, articles, etc.

This political organizer position will be based in northern/western Minnesota and work with members in those areas. The organizer will work out of the Duluth AFSCME Council 5 Office.

Qualifications:

* 2 years political organizing/campaign experience demonstrating a commitment to social justice and grassroots organizing
* Ability to motivate and lead others to action
* Initiative
* Excellent one-on-one and written communications skills
* Knowledge of labor movement, political/issue campaigns, and legislative process
* Ability to work long, hard, odd hours (including nights and weekends)
* Valid driver’s license, functioning car, and ability to travel
* Good computer skills including word processing and database management
* Ability to research electoral targets, elected officials, issues, etc

Salary and benefits determined by collective bargaining agreement.

Political Organizer for the Saint Paul Regional Labor Federation

The Saint Paul Regional Labor Federation, AFL-CIO, is seeking applicants for a full-time position as political organizer on the RLF’s professional staff. This position is designed to work in support of the Saint Paul RLF’s political, legislative and issue-based campaigns in the East Metro area.

RESPONSIBILITIES
• Planning and implementing campaigns in support of labor-endorsed candidates for elected office, issues of importance to the labor community and the Saint Paul RLF’s legislative priorities.
• Facilitating meetings for campaign stakeholders, including affiliate unions, local labor councils and community partners.
• Recruiting and mobilizing volunteers. Developing relationships with affiliate unions for the purpose of recruiting rank-and-file members as volunteers, and equipping them with the skills to become effective labor activists.
• Other duties as assigned.

QUALIFICATIONS
• At least three years of experience working on campaigns, and/or three years of experience working in the labor movement.
• Familiarity with campaign plans, and ability to write and execute them.
• Experience facilitating meetings, developing and giving trainings to activists, and building community groups.

HOURS & SCHEDULE
• This is a full-time position, 40 hours per week.
• Applicants should be able to work extended hours, weekends and nights as needed during campaigns.
