In the months leading to her ouster from the largest state workers union, Carla Katz retaliated against her critics, demanded loyalty from her supporters and resisted the advice of allies who attempted an "intervention" to counsel her against using union funds for her own purposes, according to a confidential arbitrator's report.

The report also said that as allegations of mismanagement gained momentum and public attention, Katz embarked on a campaign for national union office in a futile effort to scare away those planning to take action against her.

The last-ditch maneuvers by Katz helped lay the groundwork for her dismissal as president of Communications Workers of America Local 1034 and the surprise takeover of the chapter in July, hearing officer Seth Rosen wrote.

"The CWA executive board had ample grounds" to take over the local, Rosen wrote.

Neither Katz nor her attorney responded to requests for comment. CWA officials declined to discuss the matter.

In his 28-page report, dated Dec. 8, Rosen wrote that even Katz's allies had become concerned by her conduct and that some -- including key staffers at Local 1034's office -- turned on Katz and provided ammunition to CWA's leadership in their battle with her. The document, obtained in recent days by The Star-Ledger, was forwarded to CWA's governing body last month.
