It's all about history.... geography...
really wealthy families, and the industry's they call their own.
Following its bombing of Iraq in 1991, the United States wound up with military bases in Saudi Arabia, Kuwait, Bahrain, Qatar, Oman and the United Arab Emirates.
Following its bombing of Yugoslavia in 1999, the United States wound up with military bases in Kosovo, Albania, Bulgaria, Macedonia, Hungary, Bosnia and Croatia.
Following its bombing of Afghanistan in 2001-2, the United States wound up with military bases in Afghanistan, Pakistan, Kazakhstan, Uzbekistan, Tajikistan, Kyrgyzstan, Georgia, Yemen and Djibouti.
Following its bombing and invasion of Iraq in 2003, the United States wound up with Iraq.
This is not very subtle foreign policy. Certainly not covert. The men who run the American Empire are not easily embarrassed.
And that's the way the empire grows -- a base in every region, ready to be mobilized to put down any threat to imperial rule, real or imagined. Sixty years after World War II ended, the United States still has major bases in Germany and Japan; fifty-two years after the end of the Korean War, tens of thousands of American armed forces continue to be stationed in South Korea.

February 14, 2002: US Military Bases Line Afghan Pipeline Route

The Israeli newspaper Ma’ariv notes: “If one looks at the map of the big American bases created , one is struck by the fact that they are completely identical to the route of the projected oil pipeline to the Indian Ocean.” Ma’ariv also states, “Osama bin Laden did not comprehend that his actions serve American interests... If I were a believer in conspiracy theory, I would think that bin Laden is an American agent. Not being one I can only wonder at the coincidence.”

The Origins of the Overclass By Steve Kangas
The wealthy have always used many methods to accumulate wealth, but it was not until the mid-1970s that these methods coalesced into a superbly organized, cohesive and efficient machine. After 1975, it became greater than the sum of its parts, a smooth flowing organization of advocacy groups, lobbyists, think tanks, conservative foundations, and PR firms that hurtled the richest 1 percent into the stratosphere.

The origins of this machine, interestingly enough, can be traced back to the CIA. This is not to say the machine is a formal CIA operation, complete with code name and signed documents. (Although such evidence may yet surface — and previously unthinkable domestic operations such as MK-ULTRA, CHAOS and MOCKINGBIRD show this to be a distinct possibility.) But what we do know already indicts the CIA strongly enough. Its principle creators were Irving Kristol, Paul Weyrich, William Simon, Richard Mellon Scaife, Frank Shakespeare, William F. Buckley, Jr., the Rockefeller family, and more. Almost all the machine's creators had CIA backgrounds.

During the 1970s, these men would take the propaganda and operational techniques they had learned in the Cold War and apply them to the Class War. Therefore it is no surprise that the American version of the machine bears an uncanny resemblance to the foreign versions designed to fight communism. The CIA's expert and comprehensive organization of the business class would succeed beyond their wildest dreams. In 1975, the richest 1 percent owned 22 percent of America’s wealth. By 1992, they would nearly double that, to 42 percent — the highest level of inequality in the 20th century.

A Timeline of CIA Atrocities By Steve Kangas
The following timeline describes just a few of the hundreds of atrocities and crimes committed by the CIA. (1)
CIA operations follow the same recurring script. First, American business interests abroad are threatened by a popular or democratically elected leader. The people support their leader because he intends to conduct land reform, strengthen unions, redistribute wealth, nationalize foreign-owned industry, and regulate business to protect workers, consumers and the environment. So, on behalf of American business, and often with their help, the CIA mobilizes the opposition. First it identifies right-wing groups within the country (usually the military), and offers them a deal: "We'll put you in power if you maintain a favorable business climate for us." The Agency then hires, trains and works with them to overthrow the existing government (usually a democracy). It uses every trick in the book: propaganda, stuffed ballot boxes, purchased elections, extortion, blackmail, sexual intrigue, false stories about opponents in the local media, infiltration and disruption of opposing political parties, kidnapping, beating, torture, intimidation, economic sabotage, death squads and even assassination. These efforts culminate in a military coup, which installs a right-wing dictator. The CIA trains the dictator’s security apparatus to crack down on the traditional enemies of big business, using interrogation, torture and murder. The victims are said to be "communists," but almost always they are just peasants, liberals, moderates, labor union leaders, political opponents and advocates of free speech and democracy. Widespread human rights abuses follow.

This scenario has been repeated so many times that the CIA actually teaches it in a special school, the notorious "School of the Americas." (It opened in Panama but later moved to Fort Benning, Georgia.) Critics have nicknamed it the "School of the Dictators" and "School of the Assassins." Here, the CIA trains Latin American military officers how to conduct coups, including the use of interrogation, torture and murder.

The Association for Responsible Dissent estimates that by 1987, 6 million people had died as a result of CIA covert operations. (2) Former State Department official William Blum correctly calls this an "American Holocaust."

Rev Martin Luther King...snippets from a speech he delivered 4 April 1967
During the past ten years, we have seen emerge a pattern of suppression which has now justified the presence of U.S. military advisors in Venezuela. This need to maintain social stability for our investments accounts for the counterrevolutionary action of American forces in Guatemala. It tells why American helicopters are being used against guerrillas in Cambodia and why American napalm and Green Beret forces have already been active against rebels in Peru.

It is with such activity in mind that the words of the late John F. Kennedy come back to haunt us. Five years ago he said, "Those who make peaceful revolution impossible will make violent revolution inevitable." Increasingly, by choice or by accident, this is the role our nation has taken, the role of those who make peaceful revolution impossible by refusing to give up the privileges and the pleasures that come from the immense profits of overseas investments. I am convinced that if we are to get on the right side of the world revolution, we as a nation must undergo a radical revolution of values. We must rapidly begin...we must rapidly begin the shift from a thing-oriented society to a person-oriented society. When machines and computers, profit motives and property rights, are considered more important than people, the giant triplets of racism, extreme materialism, and militarism are incapable of being conquered.

11. He lives on through his excellent writings.
Scaife will rot in hell, eventually. He's probably already there.

A former Army intelligence officer shot himself to death last month in a restroom outside conservative philanthropist and publisher Richard Mellon Scaife's Downtown offices, and Scaife has assigned a private investigator to determine whether the incident was a bungled assassination attempt.
Steven R. Kangas
Steven R. Kangas died in the late hours of Monday, Feb. 8, on the 39th floor of One Oxford Centre.
The shooting of the 37-year-old Las Vegas man attracted little attention at the time, and Pittsburgh police and the Allegheny County coroner's office quickly ruled it a suicide.

Steve Kangas shot to death in Scaife building
By Mike Snow
April 2-4, 1999 -- In a chilling and stunning development, Steve Kangas – former Army intelligence officer (Berlin Soviet eavesdropper/analyst) and proprietor of an excellent and comprehensive liberal site: "Liberalism Resurgent" (http://www.scruz.net/~kangaroo ) was shot to death in mysterious circumstances on the 39th floor, outside Pittsburgh offices of Richard Mellon Scaife

One indication is the fact that this happened a month and a half ago, but is ONLY making news now, attributed to the fact that no one knew who Kangas was. Scaife (who was there) has refused to talk to police or press and his office claims they had no contact with Kangas, although he might have spent 8 hours in the building. and was found 60 feet from Scaife's door.

The "Scenarios", "Synthesis" and "Action" links no longer work, but the "Library" links work.

Seems CFR was developing the blueprint.

What to make of this current CFR release published at this juncture:

The Rise of U.S. Nuclear Primacy

Keir A. Lieber and Daryl G. Press
From Foreign Affairs, March/April 2006

Summary: For four decades, relations among the major nuclear powers have been shaped by their common vulnerability, a condition known as mutual assured destruction. But with the U.S. arsenal growing rapidly while Russia's decays and China's stays small, the era of MAD is ending -- and the era of U.S. nuclear primacy has begun.
