although I can't claim to understand the Italian system, from what I can tell Prodi will hold both the Senate and the Camera (lower house). The winning coalition (Prodi's is winning, barely) automatically gets 55% of the seats in the Camera. As for the Senate, Berlusconi leads by 1 seat but the expatriate vote is sure to throw 4 of 6 seats to Prodi. A Premier has to hold both Senate and Camera to govern. So maybe we Berlusconi-haters can finally break out a bottle of Prosecco?
