*Bush and the Plame leak
If *Bush explicitly authorized the Plame leak, then he is directly responsible for any damage to national security that resulted from the information being made public. It would be his ultimate responsibility to make sure that measures were in place to insure that sensitive information was not revealed.
If the reports are true, then this is no longer about a leaker, but about uses of power by the chief executive. Impeachment is not necessarily about just breaking laws, but a check against abuses of power.

1. We're aware there have been major abuses of power.
Now our representatives have to admit it and do something about it. I'd say they have plenty of ammo.
