So basically, what is happening in the Senate today is that

So basically, what is happening in the Senate today is that
the Dems are putting up budget amendments and the Rs are voting them all down. Is that right?

6. Inhoff R-OK just put in an amendment
Caps the budget of any department at current spending unless approved by a 2/3 vote. Sounds harmless but any department, say Education, has their budget cut or killed, it will take a 2/3 vote to bring it back up.
Another way to kill the Federal government entitlements; kill their budget and they will stay killed unless the future Democratic majority can muster 2/3 of the votes.
