Two of Smirk's nominees blocked
Senator Byrd is blocking Richard Stickler to head mine safety. Mr. Stickler was the former head of Pennsylvania's mine safety during recent incidents.

And Senatory Kerry will block Richard Capka, former head of Boston's Big Dig, to head the Federal Highway Administration.
