5. IF we had offered to negotiate a settlement

in Kuwait in 1990 to prevent the slant drilling into Iraqi oil fields or turned a blind eye to the invasion of Kuwait...
then we could have easily asked for his help to hunt down OBL. He hated OBL more than we did. And OBL hated him.

Not that we should have done that... for whatever else he is or was, he was still a murdering dictator.
