Something to do with spare coathangers
Suggested by an email correspondent of mine--

You can send your wire coat hangers and knitting needles to:
Office of the Governor
500 E. Capitol Ave.
Pierre, SD 57501

This is no joke. Tyvek envelopes available free at the post office can be used for this purpose and will not deteriorate or be punctured. Postage is minimal - especially if the envelope is turned inside-out.

4. Dunno
I'll have to go to the post office and see the envelopes. Maybe they are Priority Mail envelopes, and you have to turn them inside out in order to pay the regular rate.

3. I thought I read on these boards
that govt. offices didn't accept packages... Does anyone know if this is true?

I hope that was wrong. It would be great to send them coat hangers!

5. I know that they open all Congressional mail
--since those unsolved anthrax murders, but not sure if this applies to state government. It just gets delayed due to the extra processing. Anyway, if this is a concern, there are number of interesting logos that have been posted on DU which could be made into postcards that don't have to be opened.
