19. I think the whole deal was they got some limiting language

inserted via amendment and figured they'd better jump on it and capture what they could. I know, for instance, that they got the library provision modified fairly seriously.
Also, i had heard a rumor that there was some other big deal coming up and they traded some votes. Probably get fu**ed over by the mob, as usual.
