the constitution give the president the option of signing or vetoing or doing nothing, and describes exactly what happens in each case. if the framers had wanted the president to tack on ANYTHING along with a bill signing, they would have put that in the constitution.

but OF COURSE they didn't, because there are no checks and balances on that feature, and the constituion is all about checks and balances.
