Dear Ms. :
Thank you for contacting me to express your concern for the
treatment of horses. I am a cosponsor of H.R. 503, and I am
pleased, as you may be aware, that the amendment to ban the use
of tax dollars for any sale of horses that could lead to their
slaughter was passed in the final version of the 2006 Department
of Agriculture funding bill. However, I was disappointed that, as
you may know, the Republican leadership in the House inserted a
four month delay on the ban from taking effect and did so in such a
way that there will be no opportunity to remove that provision.
Despite the inclusion of this 4-month delay in the bill, it is still a
step in the right direction. I would have preferred an immediate
ban, but at least we were able to put in place a ban that will be in
effect for a number of months. While it's not the exact language I
would have liked, it is a step in the right direction. As a cosponsor
of separate legislation to completely end horse slaughter, I will
continue working to make the ban permanent.
