Question about Cheney's declassification rights

Question about Cheney's declassification rights
Question: Supposedly, Libby said Cheney told him to LEAK classifed information. Wouldn’t it be true that if Cheney DECIDED to declassify something, there would be a procedure, like a form to full out, to declassify specific info, and not just an order to an underling to go call the reporters? Is there any proof that Cheney filled out a form to say that Valerie Plame’s status was no longer classifed? Of course not. And, therefore, isn’t the whole argument of using this executive order as a way to legitimize leaking Plame’s name bogus?

And if it is all declassified, there should ba paper trail that we can demand to see that is... declassified!

2. Cheney refers to "an executive Order" that authorises him to
declassify material.

I beleive he is refering to this Bush EO ( that amends a Clinton EO)

HOWEVER - everything I read here , says it must be refered to the "Agency head" (in this case the National Intelligence Estimate he allegedly told Libby he could leak was produced by the CIA - so there would have to be a paper trail to/from Tenet showing the request - if not prosecute the bastard!

3. declassification
I heard on one of the TV interviews by someone from the CIA that it would be highly unusual for anyone, no matter his authority, to declassify anything without checking first with CIA. Of course, with this gang normal procedure is cast to the far winds.
