Just saw a report on Pakistan refugees on the News Hour

Just saw a report on Pakistan refugees on the News Hour
and found the words of Ken Bacon, president of Refugees International, intersting. Apparently Pakistan decided to give the earthquake survivors money immediately-a first payment for destroyed houses (about a fourth of the eventual payoff), payments for lost limbs, payments for the deaths of relatives. He said that the government also made sure building materials were available, and he remarked the markets had come back to life in the area because of the cash being there.

My question is, why in the world couldn't the US government have done something similar with the victims of Katrina?

(BTW, Refugees International tells it like it is about refugee situations around the world-they don't take money from any government, and speak their mind. Mr. Bacon spoke out against the Iraq war in early 2003. Check out their website for the latest at www.refugeesinternational.org)
