1. I think its two choices
I voted for emotion because I think that's the beginning. Only after someone feels emotional about an issue can they begin to have thoughtful discussion about it. Otherwise, nobody would be moved to discuss it in the first place.

25. Powerful individuals become powerful only through a series of events.
i.e. The American Revolution didn't happen because Sam Adams started holding meetings in Boston. Sam Adams became a powerful speaker for the revolution because of a series of events that had nothing to do with Sam Adams, like the Stamp Act, which was preceded by the need to pay for the French and Indian war, which was really a part of the Seven Years War which was a battle for hegemony in Europe and a continuation of the War of the Austrian Succession in which Prussia was a British ally.....and so and so on.
