...and tsunami warnings as a result of the quake.

The ownership of the Kuril Islands is contested between Japan and Russia.

There was also a 4.7 on mainland Russia. This wouldn't have been part of the tsunami warning though.

The quake was in the Kuril Islands, an island arc occupied by Russia and claimed in part by Japan, that stretches from Hokaido to the Kamchatka Penninsula.
