Republicans cannot filibuster inaction
What if the Congress decides to refuse to even look at supplemental spending measures for the Iraq War? Nobody can make them consider it!

2. while I agree with the sentiment
using that quote isn't appropriate. That was Clayton Williams, who ran against Ann Richards saying that women being raped should just sit back and enjoy it. One of the most offensive quotes ever uttered in American politics.

yes that was the Texan I was referring to. In their minds (republics) this whole thing must seem like rape, so that is why I used that line in humor. I guess I forgot the smile. :)
