See, we all know what victory/winning actually means...but Bush Inc have repeatedly used "winning/victory in Iraq" without ever defining what "winning" means to them...so now they are getting into the "low expectation" game...and downplaying what constitutes winning/victory so they can claim victory means whatever they say it is...so no matter how much of a failure this next surge is...and it's just the same old surge in Baghdad that has been tried before and which failed...they can claim failure as success because "victory won't look like what we're used to it looking like"
