(She was vacationing with George at the Hotel del Coronado, San Diego on Monday, August 29th, the day Katrina hit. They apparently didn't even turn on CNN to see what was happening, since the staff had to force Bush to watch a DVD of news reports on Thursday to clue him in.)

NOLA has been historically a Democratic, minority district. By dispersing said minorities to far-flung places, and leaving the more conservative Caucasian community in place, they have in effect re-districted, or gerrymandered. Gentrification occurs when there is an influx of affluent people into an area, that was not otherwise there before.

However, it's the same result, but I think it's more purposeful than simple gentrification in this case.

Off topic, my husband is from NOLA (his mom and grandmom are interred there), and every time we get a chance to go, since Katrina, he comes up with an excuse not to. We could go this next weekend for MLK day, but now he has an excuse. We used to go every year, but we haven't been back since Katrina. It's really sad, but I think he really needs to go and face up to what's happened there. He could be a powerful voice as to how "it was" and how it is now. I just don't know how to prod him...
