The only reason I can think of to explain this demotion is that he is planning on taking Rice's job when Cheney resigns and Rice becomes the first female and black to hold that job. Then she can be Pres when George is forced out. Rethugs would love to claim those milestones. Tucker will probable acknowledge these. I predicted Cheney would resign in '07.
