Incoming Democratic committee chairmen say they will hold a series of hearings and investigations early next year to build the case for their call for a phased withdrawal of U.S. troops from Iraq and for possible action against defense contractors found to have wasted billions in federal funds.

The emerging plans to grill administration officials on the conduct of the war are part of a pledge for more aggressive congressional oversight on issues such as prewar intelligence, prisoner treatment at Abu Ghraib and Guantanamo Bay, and the government's use of warrantless wiretaps.

Among the most eager incoming chairmen is Sen. Carl M. Levin (D-Mich.), a lawyer with a professor's demeanor and a prosecutor's doggedness. As head of the Senate Armed Services Committee, Levin, 72, will be his party's point man on the Iraq war and on the Democrats' call to begin withdrawing troops in the coming months.

Levin said he also plans inquiries into "documentation of waste and fraud and abuse in the contracting areas" of the military. Aggressive oversight "is not just a budget issue," he said, but at some point "becomes a significant moral issue." In the House, Rep. John P. Murtha (D-Pa.), another leading advocate of a phased withdrawal, has vowed to use his Appropriations subcommittee chairmanship to investigate the Iraq war, holding "two hearings a day for the first three or four months . . . to find out exactly what happened and who's been responsible for these mistakes."

In committee after committee next month, the gavel will be handed by Bush allies to ardent Democrats deeply frustrated by what they see as the GOP-led Congress's refusal to conduct meaningful oversight and to hold the executive branch accountable....

2) In early June of 2005, a British paper reveals that the U.S. and U.K. flew sorties over Iraq in 2002 to provoke Saddam Hussein and destroy his anti-aircraft infrastructure in preparation for the war. Congressman John Conyers calls this the smoking bullet in the smoking gun.

3) All the Bushevik warnings of WMDs are proven false -- all of them. Not a single WMD was found.

4) Dick Cheney lurked around the CIA prior to the Iraq War putting pressure on analysts to "fix" the data.

5) The analysts who came up with the false allegations that "aluminum tubes" were being used for nuclear enrichment story were promoted by the Bush Administration and given bonuses.

6) Richard Clarke says that Bush personally took him aside and told him to make the facts work for a war with Iraq.

7) Former Secretary of the Treasury O'Neill wrote in his memoirs that Bush was out to get Iraq from the moment he was sworn in.

8) The PNAC (Project for the New American Century) plea to invade Iraq was written in the late 90s, primarily by Bush Neo-cons who guided us into the war.

9) The Bush Administration outed Valerie Plame as a CIA operative specializing in -- ironically and tragically -- tracking the illicit sale and movement of Weapons of Mass Destruction because her courageous husband, Joe Wilson, exposed the Niger documents as a fraud. Thus, the Bush Administration put the national security at risk regarding WMDs to seek vengeance on someone for exposing their phony war based on a lie about WMDs.

10) This past weekend, it was revealed that John Bolton had a U.N. official fired for trying to seek a peaceful way out of the Iraq War, in regards to Iraq's compliance with chemical weapons accords.

11) After 9/11, Rumsfeld is quoted as saying that the U.S. would take Saddam and all of "them" out.

12) Advanced forces were sent into Iraq before the war had even started.

13) Rumsfeld set up a Pentagon psy-ops operation to create PR for going to war with Iraq. (He claimed to have closed it down, but he never did.)

14) The Chalabi-Judith Miller-Cheney axis of information was used to claim that created "factoids" were truths, when they were just propaganda. (The New York Times "apologized" for this, but made no changes in its coverage, including keeping Miller on and standing up for her, even though she published lies from a proxy Bush Administration anonymous source.)

15) The Bush Administration, according to various polls, conducted a successful misinformation campaign to make Americans believe that Saddam Hussein was partly responsible for 9/11 and that the hijackers were Iraqi.

Bush received a $250,000 finder's fee for Asset Manangement, as was promised another $250,000 per year for three years in consulting fees. Bush was apparently unaware at the time that he was being a middleman for mob activity.

WASHINGTON - Neil Bush, a younger brother of President Bush, has a $400,000-a-year contract to provide business advice to a Chinese computer chip manufacturer, according to court documents.

At the same time the Bush administration is promising to crack down on alleged trade abuses by the Chinese, Neil Bush has agreed to strategize with China's Grace Semiconductor Manufacturing Corp., the documents show.

In the 1980s, he was a director of Silverado Banking, Savings & Loan, a Colorado thrift whose failure cost U.S. taxpayers $1 billion. He was one of 12 defendants who agreed to pay $49 million to settle a negligence lawsuit brought by the Federal Deposit Insurance Corp.

Grace Semiconductor, based in Shanghai, was founded in 2000 by Winston Wong, the son of Taiwanese business magnate Wang Yung-ching, and Jiang Mianheng, the son of former Chinese President Jiang Zemin. Wong co-signed the contract with Bush.

The company has said its goal is to become a leading manufacturer of integrated circuits and other semiconductor products. It has invested $1.6 billion to build two fabrication plants in Shanghai. Production from the first plant began in September.

If one is to believe the (CBS) film, Hitler came to power in Germany with the financial help of some German capitalists. As depicted in the film, it was the enigmatic "Putzi" Hanfstaengl, a German- American, the one who promoted Hitler among the wealthy in Germany. At the end of the film it is mentioned, without further explanation, that eventually Hanfstaengl became disenchanted with the Nazis and moved back to the US, where he became a counselor on Nazi things for president Roosevelt.

What is missing in the picture is that Hanfstaengl, a shady figure who had a strange role in the Reichstag fire --the event which most helped Hitler in his grab for power-- was not only a friend and protegé of Roosevelt, but had strong connections among Wall Street bankers. The best study of the role of Wall Street bankers in financing Hitler's Nazi party is Antony Sutton's Wall Street and the Rise of Hitler, and I am going to borrow most of the information for this section from his book. I suggest readers interested in the subject to buy a copy of professor Sutton's book and read it carefully.

In his book, Sutton provides ample information proving that some American companies associated with Wall Street bankers, mainly the Morgan-Rockefeller investment bankers, were closely linked to the growth of Nazi industry in the late thirties. The main companies participating in this exchange were Ford, General Electric, General Motors, and Dupont, all of them, with the exception of Ford, controlled by Wall Street bankers. Among U.S. millionaires helping the Nazis were the Rockefellers, William Randolph Hearst Sr., Andrew Mellon, Irenee du Pont, Henry Ford and J.P. Morgan, just to name a few of the most conspicuous ones.

It is know that Hitler, who at the end of WWI was living in precarious economic conditions, by the early 1920s suddenly began living like a wealthy man, with plush apartments, mansions, expensive suits, luxury cars, servants and body guards. It is known that some American Wall Street bankers, and the companies they controlled had been pouring money into Hitler's big pockets.

Instrumental in making the connections between American bankers and Nazi leaders were Allen and John Foster Dulles, then corporate lawyers at Sullivan and Cromwell. Another important firm who heavily collaborated with the Nazis was W.A. Harriman & Company. In 1931 Harriman & Company merged with another company and became Brown Brothers, Harriman. One of the senior partners of the new company was Prescott Bush, president W. Bush's grandfather. In 1942 the U.S. government charged Prescott Bush with running Nazi fronts in the U.S. During the investigation, it was found that Prescott Bush's companies had been covertly working for Nazi Germany.

The collaboration of Wall Street and the Nazis did not end when Hitler, like Frankenstein's monster, turned against the ones who had created him. After the U.S. declared war on Germany, the ubiquitous Allen Dulles, now acting as an Office of Strategic Services' senior intelligence officer in Bern, began dealing under the table with the Nazis. Dulles was instrumental in helping to escape and bringing to America many defeated Nazi leaders.

State Department officials acknowledged late Monday that Secretary of State Condoleezza Rice was at a 2001 meeting where she was reportedly warned of the need to act on an impending terrorist threat to the United States.

They said she met with then-CIA Director George J. Tenet on or around July 10. A new book by Bob Woodward says she brushed off Tenet's warning at that session.

"The idea that I would have ignored that, I find incomprehensible," Rice told reporters late Sunday during the flight. "I am quite certain that it was not a meeting in which I was told that there was an impending attack, and refused to respond."

The State Department said Monday that a meeting around the time described by Woodward had in fact taken place, based on government records, but that no new information was given to Rice, who then was President Bush's national security advisor.

In his book, Woodward writes that Tenet and J. Cofer Black, then director of the CIA's counterterrorism center, decided on July 10, 2001, that they had to request a dramatic, "out-of-cycle" meeting with Rice to describe their anxiety over the chance of an attack against American interests, possibly within the United States.

Rice More Sordid Than Foley

They are such liars. And no, I am not speaking only of the dissembling GOP House leaders led by Speaker Dennis Hastert who, out of naked political calculation, covered up for one of their own in the sordid teen stalking case of Rep. Mark Foley.

Call me old school, but I am still more concerned with the Republicans molesting Lady Liberty while pretending to be guarding the nation’s security, an assignment which they have totally botched. The news about the Foley coverup, while important as yet another example of extreme hypocrisy on the part of the Republican virtues police, should not be allowed to obscure the latest evidence of administration deceit as to its egregious ineptness in protecting the nation.

On Monday, a State Department spokesman conceded that then-National Security Advisor Condoleezza Rice had indeed been briefed in July 2001 by George Tenet, then-director of the CIA, about the alarming potential for an Al Qaeda attack, as Bob Woodward has reported in his aptly named new book, “State of Denial.”

“I don’t remember a so-called emergency meeting,” Rice had said only hours earlier, apparently still suffering from some sort of post-9/11 amnesia that seemed to afflict her during her forced testimony to the 9/11 Commission. The omission of this meeting from the final commission report is another example of how the Bush administration undermined the bipartisan investigation that the president had tried to prevent. Surely lying under oath in what was arguably the most important official investigation in the nation’s history should be treated more seriously than the evasiveness in the Paula Jones case that got President Bill Clinton impeached. Nor is it just Rice who should be challenged, for Tenet seems to have provided Woodward with details concerning the administration’s indifference to the terrorist threat that he did not share with the 9/11 Commission.

Such weaseling would be funny if the topic were not so serious. But there is no way Rice can squirm out of this one, despite her impressive track record of calculated distortion on everything from Iraq’s nonexistent WMDs to the trumped-up ties between Osama bin Laden and Saddam Hussein. Can there be any better case for turning over control of at least one branch of Congress to the opposition party so that we might finally have hearings to learn the truth of this matter, which is far more important, and sordid, than the Foley affair?

After he was briefed, Ashcroft stopped flying commercial and instead took government charters back home to Missouri for some fishin'. He didn't bother to warn the rest of the American flying public.



In brushing off the briefers, she had the nerve to ask them to go see Ashcan and Rumsferatu. Ashcan said he never got a briefing, but wished he had. It certainly explains why he stopped flying commercial in July 2001. Liar.

WASHINGTON - Defense Secretary Donald H. Rumsfeld and former Attorney General John Ashcroft received the same CIA briefing about an imminent al-Qaida strike on an American target that was given to the White House two months before the Sept. 11, 2001, attacks.

The State Department's disclosure Monday that the pair was briefed within a week after then-National Security Adviser Condoleezza Rice was told about the threat on July 10, 2001, raised new questions about what the Bush administration did in response, and about why so many officials have claimed they never received or don't remember the warning.

One official who helped to prepare the briefing, which included a PowerPoint presentation, described it as a "10 on a scale of 1 to 10" that "connected the dots" in earlier intelligence reports to present a stark warning that al-Qaida, which had already killed Americans in Yemen, Saudi Arabia and East Africa, was poised to strike again.

Clarke told McClatchy Newspapers that Rice focused in particular on the possible threat to President Bush at an upcoming summit meeting in Genoa, Italy, and promised to quickly schedule a high-level White House meeting on al-Qaida. That meeting took place on September 4, 2001.

Decoding The PDB

Larry C. Johnson is a member of Veteran Intelligence Professionals for Sanity. He served with the CIA from 1985 through 1989 and worked in the State Department's office of Counter Terrorism from 1989 through 1993. He also is a registered Republican who contributed financially to the Bush Campaign in 2000.

Are George W. Bush and Condoleezza Rice really as clueless as they are claiming to be? Bush and Rice are both on the record misstating what was in the 6 August 2001 PDB (Presidential Daily Briefing). They both insist the information was only “historical” and “not actionable.” They apparently are not alone in their faux ignorance. Republican partisans and even some members of the media are busy bolstering the spin that this was “an historical memo.” Absolute nonsense!

I wrote about 40 PDB’s during my four-year tenure at the CIA. This particular PDB article was written in response to a presidential request. I am told that Bush’s request was a reaction to the intelligence warnings he was hearing during the daily CIA morning briefings. Something caught his attention and awakened his curiosity. He reportedly asked the CIA to come back with its assessment of Bin Laden’s intentions. The CIA answered the question –Bin Laden was targeting the United States.

The PDB article released Saturday is a classic CIA response to such a request. It lays out the historical and evidentiary antecedents that undergird the analyst’s belief about the nature of the threat and provides current intelligence indicators that reinforce the basic conclusion of the piece—i.e., Bin Laden was determined to attack the United States. It is true that the piece did not contain specific details about the plot that was launched subsequently on 9/11. However, the details that are included in the piece are so alarming that anyone familiar with the nature of Bin Laden and Al Qaeda should have asked, “What are they planning and what can we do to stop it?”

We've known for years now that George W. Bush received a presidential daily briefing on Aug. 6, 2001, in which he was warned: "Bin Laden Determined to Strike in U.S." We've known for almost as long that Bush went fishing afterward.

What we didn't know is what happened in between the briefing and the fishing, and now Suskind is here to tell us. Bush listened to the briefing, Suskind says, then told the CIA briefer: "All right. You've covered your ass, now."

All of them deny getting briefed about Osama bin Laden determined to strike in the U.S. Doesn’t that seem odd? The records show they, also, were briefed. There’s even a nice power point presentation to connect the dots to airplanes and buildings. I’m sure it’s classified. Yet, they all continue to assert they didn’t know anything about OBL’s plans.

So, America, how much more proof do you need?

Like a broken record, I am wont to say the BFEE fears one thing more than anything else—the truth.

Why? The truth shows them to be the treasonous, warmongering, mass-murdering, gangsters they are.

Every so often, history provides us with the occasion to make it. Which is another way of saying change it from happening, or keep something from happening the way Bush wants.

The Bush Transnational Crime Family wants America to think they are powerless. That DIEBOLD will count their votes wrong. That their votes don’t matter. That one party is the same as another.

Isn't it frightening that most people KNOW this man lied us into war, and seem to give him a pass? I mean the evidence has been published and debated to the nth degree.

I'm sure BushCo has been prepared for such investigations for quite some time. I hope the Dems have been keeping copious notes, and are equally prepared to expose their lies for the record.

A former Nazi rose to the highest ranks of a Western intelligence agency - and was a Soviet mole. A lead to Adolf Eichmann was ignored. A spy whose pathological lies made him useless, but who still escaped prosecution for war crimes.

These are among the revelations found among some 8 million pages of documents released here Tuesday that deal with German and Japanese war crimes, including 27,000 pages that detail the relationship after World War II between U.S. government agencies and suspected Nazis war criminals.

The message threading the documents was clear: The price one pays for consorting with evil men far outweighs the return.

"Using very bad people can have very bad consequences," Elizabeth Holtzman, a former U.S. congresswoman and a member of the Interagency Working Group that released the documents, said at a news conference last Tuesday at the National Archives. The group was established in 1999 to declassify rooms full of documents related to Nazi war crimes.

The mandate was later extended to Japanese war crimes.

The author David Lowenthal once noted that the "past is a foreign country." The past might be better described as being more like a moving target - always in transition and susceptible (and vulnerable) to becoming unrecognizable to what we once believed. And more often than not new revelations are disorientating and troubling.

Such is the case with recent news accounts in the Washington Post and the New York Times that in the late 1950s the CIA knew that Adolf Eichmann was living in Argentina and had a pretty close pseudonym for him (Clemens instead of the actual alias of Klement), but did nothing to bring him to justice. That the CIA sought the cooperation and protection of Nazis, even those guilty of war crimes, after World War Two to serve its Cold War struggles is not news. But the extent of these relationships and the depths the CIA went through to protect them is news. These disclosures have been made possible through the ongoing efforts of the Nazi War Crimes and Japanese Imperial Government Records Interagency Working Group (IWG), launched over eight years ago by the Nazi War Crimes Disclosure Act (Public Law 105-246). The key that unlocked this unsavory history has been the unparalleled access granted to the IWG into formerly secret government records and archives.

Concern over these disclosures extend beyond the sad facts surfaced by the IWG: such as official protection of Nazis residing in the United States and the CIA's post-war use of top Eichmann aides. They also include the entirely unconscionable fact that it has taken generations for the CIA to disclose this information, and only did so after a special act of Congress supplemented by years long battles to protect them from public knowledge. IWG member Thomas H. Baer pointed to such battles when he thanked the CIA for finally coming clean this past week. However, coming clean occurred only after "reversal of policy of thinly veiled noncompliance" with the IWG's legal mandate and the ongoing efforts of members of Congress and (some) IWG members and staff in making an "ironclad case decrying CIAs misinterpretation of its obligations."

Why has the CIA taken so long to open such records and archives? And do the excuses proffered around protecting national security really hold any credible value? I think the answer to the second question must be no, of course not. As to the first question, that is a trickier one, but one must look beyond the legal loopholes that protect secret information for such inordinate periods and look to see what agendas are at play. Clearly one agenda is to provide a simplistic and comforting (and at times woefully inaccurate) past as a means of enabling an ignorant, but strongly held, patriotism as a form of social glue that (kind of) holds society together. But a simplistic and comforting and inaccurate past can only be realized through the unreasonable, though legal, controls granted to the CIA over its historical records and archives. And it is in these seemingly rationally derived controls that the past itself can be held hostage.

A good overview of the historical record from the Federation of American Scientists shows the CIA protected Adolf Eichmann by not revealing where he was to Allied investigators searching for war criminals and mass murderers. For those unfamiliar with Eichmann, he was one of the architects of the Holocaust, playing a major role in the deaths of millions of people.

Allowing Eichmann to escape justice and head to a safe haven in Bolivia was in direct contradiction to President Harry S Truman’s orders that no amnesty would be given to NAZI war criminals. Later on, our spies wouild not just be pals with NAZIs, our spies work for them. For proof, look around.

Angleton told author Joseph Trento that the reason he had gotten the counterintelligence job in the first place was by agreeing not to submit "sixty of Allen Dulles' closest friends" to a polygraph test concerning their business deals with the Nazis. In his end-of-life despair, Angleton assumed that he would see all his old companions again "in hell."

Allen Welsh Dulles was born to privilege and a tradition of public service. He was the grandson of one secretary of state and the nephew of another. But by the time he graduated from Princeton in 1914, the robber baron era of American history was coming to an an end, ushered out by the Sherman Anti-Trust Act -- which had been used in 1911 to break up Standard Oil -- and by the institution of the progressive income tax in 1913. The ruling elite was starting to view government less as their own private preserve and more as an unwanted intrusion on their ability to conduct business as usual. That shift of loyalties in itself may account for many of the paradoxical aspects of Dulles's career.

Dulles entered the diplomatic service after college and served as a State Department delegate to the Paris Peace Conference of 1919, which brought a formal end to World War I. The Versailles Treaty which came out of this conference included a provision making it illegal to sell arms to Germany. This displeased the powerful DuPont family, and they put pressure on the delegates to allow them to opt out. It was Allen Dulles who finally gave them the assurances they wanted that their transactions with Germany would be "winked at."

Dulles remained a diplomat through the early 1920's, spending part of that time in Berlin. However, he left government service in 1926 for the greener pastures of private business, becoming a Wall Street lawyer with the same firm as his older brother, John Foster Dulles.

By the middle 20's, Germany had started recovering from the effects of the war and its postwar economic collapse, and the great German industrial firms were looking like attractive investment opportunities for wealthy Americans. W.A. Harriman & Co., formed in 1919 by Averell Harriman (son of railroad baron E.H. Hariman) and George Herbert Walker, had led the way in directing American money to German companies and had opened a Berlin branch as early as 1922, when Germany was still in chaos. At that time, Averell Harriman traveled to Europe and made contact with the powerful Thyssen family of steel magnates. It was to be a long-lasting and fateful partnership.

These are the ties that bind. They go from Allen Dulle’s business ties to Prescott Bush and on through later to his CIA ties to George Herbert Walker Bush and from there to the Smirkelgrüber.



By extension, these records also show the fundamental secret of our nation’s government is the close alliance formed between the Nazis of World War 2 days and their partners in the CIA and other U.S. and Western intelligence agencies today still form the core of the nation’s clandestine national security apparatus.

So. The Nazis couldn’t beat the United States and the Allies in World War II. They surrendered to the USA and promised to work for us. Instead, they influenced, if not took over, key offices of the national security state.

Today, we see the fruits of their labor: The United States makes war on an innocent country for power and profit. The Constitution of the United States is trampled and redacted. And for most of the people of the United States, they haven’t got a clue.

Please tell me, who really won World War ?

The fact is: No one has done more to destroy America—the country, the Constitution, the We the People—than George W. Bush. Then the question came — bold and, frankly, beautiful. "What did Iraq have to do with that?" The president replied: "What did Iraq have to do with what?" Well, with the 9/11 attacks on the World Trade Center and the Pentagon.

"Nothing," was Bush's reply. Except that in his mind, the "lesson of Sept. 11" is linked to resentment and hopelessness that roil the hearts and minds of the people of the Middle East, nurturing suicide bombers.

And so because of this, Bush said, he invaded Iraq.

I just got off the phone with Hildi Halley, a woman from Maine whose husband is a fallen soldier. Yesterday President Bush met with her privately, and news of their meeting was reported in a local Maine paper, the Kennebec Journal. The paper shared few details of the meeting, saying simply that Halley objected to Bush's policies and that she said Bush responded that there was no point in them having a "philosophical discussion about the pros and cons of the war."

Halley, who's also been politically active for Democrats, said she told GOP Senator Olympia Snowe that she'd like a phone call from Bush. Subsequently Halley got a call from White House staffers looking to set up a private meeting. Bush came yesterday.

Halley tells me that she told the President that she's been opposed since "day one" to both the wars in Iraq and Afghanistan.

"I talked to him about how important this person was to me," Halley recounted, speaking of her husband. "It's not just a soldier who died. Lives are changed forever...I said, `This doesn't make sense to me.'"

"He said, `Terrorists killed three thousand people, we had to go to war.'" Halley continued to me. "I said, `Well, who put the Taliban into power? The United States did.' He said, `I'm not going to have a philosphical debate over politics.' The whole conversation was very gentle."

The U.S. news media always makes light of George W. Bush’s tendency to put down others through disparaging comments about their personal appearances or by assigning them silly nicknames. It’s just the “inner frat boy” coming out, we’re told.

So, when U.S. News cited “a top insider” describing how Bush likes to fart in the presence of junior White House staffers as a joke on them, the item was given the boys-will-be-boys title: “Animal House in the West Wing.”

According to U.S. News, Bush was just “a funny, earthy guy who, for example, can’t get enough of fart jokes. He’s also known to cut a few for laughs, especially when greeting new young aides.” Bush was described, too, as someone who “loves to cuss gets a jolly when a mountain biker wipes out trying to keep up with him.”

But Bush’s behavior could be viewed in a less sympathetic light. Given his famous thin skin whenever he feels slighted, his eagerness to demean others could be interpreted as a sign of his dynastic authority, a modern-day droit du seigneur in which he can humiliate others but they can’t return the favor.

Scandal-plagued Halliburton -- the oil services company once headed by Vice President Cheney -- sold an Iranian oil development company key components for a nuclear reactor, say Halliburton sources with intimate knowledge into both companies' business dealings.

Halliburton was secretly working at the time with one of Iran 's top nuclear program officials on natural gas related projects and sold the components in April to the official's oil development company, the sources said.

Now comes word that Halliburton, which has a long history of flouting U.S. law by conducting business with countries the Bush administration said has ties to terrorism, was working with Cyrus Nasseri, vice chairman of the board of directors of Oriental Oil Kish, one of Iran's largest private oil companies, on oil and natural gas development projects in Tehran. Nasseri is also a key member of Iran's nuclear development team and has been negotiating Iran 's nuclear development issues with the European Union and at the International Atomic Energy Agency.

Nasseri was interrogated by Iranian authorities in late July for allegedly providing Halliburton with Iran 's nuclear secrets and accepting as much as $1 million in bribes from Halliburton, Iranian government officials said. During the first round of interrogations in the judiciary, a huge network of oil mafia has been exposed, according to the IPS report.

If you want to get round export controls, just sell the product to a front company in Dubai. The middlemen will take it from there.

On paper the shipment was harmless enough. Sixty-six American-made spark gaps--high-speed electrical switches used in medical devices to break up kidney stones--traveled from the manufacturer in Salem, Massachusetts late last summer to a buyer in Secaucus, New Jersey. From there, according to the export declaration, they were to be shipped to their ultimate destination in Cape Town, South Africa. But these spark gaps can also be used to detonate nuclear bombs--and it turned out that the goods were aimed at an end user in Pakistan, with a stopover in Dubai. The commercial capital of the United Arab Emirates, where trading activity accounts for the biggest single chunk (16.5%) of a $20 billion economy, has become a favorite diversion point on the Persian Gulf for shady cargo. With no export controls and hardly any bureaucracy at ports, airports and free zones, this entrepôt provides stellar cover for smugglers hoping to bypass U.S. embargoes.

The open secret is that Dubai buys far more than it keeps. More than a quarter of its $23 billion in annual nonoil imports are reexported, and Iran gets the biggest share. Interviews with private businesspeople and U.S. officials, along with court documents, reveal a simple scheme. Companies located around the world sell goods--from cigarettes to medical devices and PCs--to buyers in the U.A.E. Dubai traders repackage the items and send them along by air or ship to agents in, say, Tehran, Pyongyang, Damascus or Islamabad.

Nevertheless, FORBES has obtained documents showing how Kala Ltd., the British arm of the National Iranian Oil Co., solicited at least 17 separate bids from the affiliate during 1997 and 1998 (when Vice President Cheney was Halliburton's chief executive). A few bids include handwritten notes that say "FOB Dubai Airport" or "FOB Dubai port"--meaning that the U.A.E. was just a way station between Halliburton and Tehran. Halliburton would not comment on the bids. In any event, earlier this year the Treasury Department reopened a 2001 inquiry into Halliburton's Iran operations and its Dubai-based partner.

Such stories provoke the question: how could Iran have obtained nuclear capabilities? Surely, those irresponsible former Soviet scientists must have sold them the technology, a colleague guessed. "Those people would sell anything after the fall of the Soviet Union."

Not quite! It was US policy, not anti-American Moslem fanaticism that led Iran directly into the nuclear age. In the late 1960s, Iran stood out as a model ally of the United States. After all, the ruling Shah owed the CIA after the Agency's operatives ousted elected Premier Mossadegh's government in 1953. CIA action followed Mossadegh's declaration that he would nationalize foreign oil holdings. The Shah understood loyalty to those who reinstalled his "royal family" to dictatorial power.

His servility won him nuclear access. "The US and her allies were in fact the driving force behind the birth of Iran's nuclear program in the late 1960s and early 1970s" (Mohammad Sahimi, Iran's Nuclear Program. Part I: Its History October 2003). By 1974, the Shah, after consulting with Secretary of State Henry Kissinger, boasted that nuclear power plants in Iran would soon produce more than 20,000 megawatts of energy.

In the mid-1970s, led by Kissinger who saw in Iran a "platform state" to fight communism in the region, Washington proposed that The Shah expand his nuclear capacity by acquiring as many as twenty three nuclear reactors. According to Mohammad Sahimi, the work on the reactors began in 1974 with the help of MIT engineers who contracted to train Iranian nuclear technicians.

Sahimi cites a speech by Sydney Sober, a State Department official who in October 1977, "declared that the Shah's government was going to purchase eight nuclear reactors from the US for generating electricity. On July 10, 1978, only seven months before the victory of the Islamic Revolution in Iran, the final draft of the US-Iran Nuclear Energy Agreement was signed. The agreement was supposed to facilitate cooperation in the field of nuclear energy and to govern the export and transfer of equipment and material to Iran's nuclear energy program. Iran was also to receive American technology and help in searching for uranium deposits."

Why, asked critics, should a nation with huge oil and gas reserves invest in nuclear technology? Why not? Both General Electric and Westinghouse sold Iran reactors. These manufacturers of nuclear energy plants for the third world and their media acolytes regaled The Shah for his "westernizing policies," his far-sightedness in seeing beyond the age of oil.
