IRAQ war victim Ali Abbas has been refused benefits because civil servants have suggested he cannot prove when he was injured.

The youngster, who lost both arms when an Allied missile hit his home killing 15 relatives, has been told he will not receive backdated disability payments.

Zafar Khan, chairman of the Limbless Association that arranged Ali’s treatment, said today the 14-year-old was suffering for the Department for Work and Pensions’ "incompetence and negligence".

Ali applied for Disability Living Allowance last October, Mr Khan said, but received a letter early this month saying he was not entitled to back payments because his disability could not be proved before that date.
