procedural question- calling joint session to order for sotu
ok you rules and procedures geeks out there- can you answer this-
if the filibuster is going when the sotu is supposed to start, what happens?
i assume that a compromise is available to suspend discussion without a vote, and resume debate on wednesday. is this correct? and how much fun would it be to hold up the liar? hey, a girl can dream, can't she?

Is delivered in the House Chamber so the Senator filibustering would remain in the Senate chamber and continue.
A cloture vote can halt a filibuster. Cloture requires two thirds of the Senate to vote in favor of halting debate.

Then assumedly debate would be suspended and resumed at the start of the next Senate work day.

Joint Session of Congress requires a concurrent resolution from both House and Senate to meet.
