Verizon dial-up outage

A friend with Verizon dial-up said that Verizon said that it's out all over the country. GTE too. All dial-up numbers are jammed busy. This started yesterday afternoon.

ISP's seem to be not reachable. There are a couple possible reasons for this. First is that all of the robocallers are blocking up the lines. Second is a bit more tin-foil. That people who have dial-up internet service are generally going to be lower income (e.g. tending towards voting democratic).
