Does it need to be received or can it be postmarked, on or before tomorrow?

1. probably depends on the state

I was able to drop mine off at the polling station on election day, they told me it would be counted. I'm in CA

2. alot of states it has to be recieved by election day..but you can always

hand deliver on election day!

3. Generally received.

Americans serving overseas have some sort of exemption, but otherwise generally it must be received (That's one of the reasons I don't vote absentee - It has taken 2+weeks for my mail to go 100 miles. I don't trust it to get there on time.
