The two entire other branches of government are not controlled by him.
Edit: I think there are good arguments that anything Constitutionally Executive is the sole arena of the President and Vice President. Agencies are mixes between the Congress and the Executive and wouldn't apply as being in that sphere.
2. I'd use "Dictator" or "Dictatorship". More people will understand it.

I've had to work on that stuff this year with my campaign and my (over)use of "educated" words.
One of my campaign advisors said "you have to get the hay down to where the calf can reach it." At first I thought that was patronizing but then he reminded me that not everyone has had the opportunity and the ability to get a graduate degree. And if I wanted to communicate then I should use the language my constituents could understand.
And it worked, sort of. I got a lot more votes than I had any right to expect (in a Red county) but not enough to win. Anyway, I've developed a reputation of being able to "explain things".
