GRANGE: Well, I just -- it's just a dual track that you have to take, I believe, to win in this type of a conflict. I mean, nation- building is tough. It's much tougher than, you know, a straight-out war of a conventional enemy.

We're fighting an irregular warfare. You still have to engage with the people. I think a lot of the engagement is lost in certain areas because of some mistakes that were made years ago at the beginning of the campaign. But you also have to be ruthless with those that don't want the Iraqi -- elected Iraqi government to succeed or who are influenced by outside sources like Iran and Syria.

And the only way -- the only thing that these people understand in this regard is toughness. You can't -- you can't pitty-pat around with these people that want to negate the efforts that have been taking place so far.

PHILLIPS: Now, the city of Amara, this was run by or protected by Iraqi police. So you're saying you have to be ruthless. You have to take charge.

What does this say about the Iraqi police and if, indeed, they are even capable enough to take control of their city?

It is not like the lords swearing his troops to the king and off they go. It was the reason the 'founders' wanting the peoples House to do wars which they did not want in the first place. Now to have 'greatest army' in the world it is hard to not want to use it for the head guys glory. Neither Nixon of Johnson wanted to be the President that pulled us out of Vietnam. To bad they all would not think of all this before they put us in these places we have no business being in. They also seem to skirt the talk about it in the House.

- First crime:

Some of the ugliest crimes committed by the occupation forces and by Iraqi military units are the ones committed in the city of Fallujah in the battles of November 2004, and which we summarize in the following:

1. The plundering of health care centers and their destruction by bombing as has taken place in the "Taleb Al-Janabi" hospital and in the Central Clinic. Further the Central Hospital was occupied; the staff and everyone in the hospital at that time were arrested. Ambulances in the city have been bombed and the rescue teams were hindered from entering the city, among them the convoy of the Ministry of Health, despite of the fact that more than 50,000 civilians still remained in the city.

2. Internationally prohibited weapons were used in the bombing of the city, such as phosphoric weapons, Napalm, bombs containing unknown gases, causing the blood to explode out of bodies. 24 carbonized bodies have been found in the area of the military neighbourhood. Surviving civilian eyewitnesses stated that the soldiers of the occupation forces entered the area wearing gas masks. Furthermore, cases of deformed newly born increased as a consequence of the use of such weapons. In a press conference, which took place during the battle, Mr. Khaled Al-Sheikhali, official of the Ministry of Health, confirmed the use of such weapons.
