Halleluia, Halleluia! My paper just reported that my county has
printed paper ballots for every one of its registered voters for the Nov. election.

3. Optical scan counter but at least there is a paper record--better than
many. Although counties can opt to hand count and I'm pretty sure small NC counties will probably do that. From the article, all NC counties are required to have paper ballots although they may be counted by hand, opti-scan, or machine.
