Why are our soldiers being sent where there's sectarian fighting in Iraq?

Why are our soldiers being sent where there's sectarian fighting in Iraq?
Iraq has their own police force and their own army. Why are U.S. soldiers being used to patrol Iraqi streets? They're mission should be for the defense of America, not Iraq.

BAGHDAD, Iraq Oct 17, 2006 (AP)— U.S. troops joined Iraqi forces and police Tuesday in patrolling the city of Balad, where a surge in sectarian fighting has killed at least 91 people.

American and Iraqi officials said the violence in the city 50 miles north of Baghdad has eased but not stopped.

1. What percent of "Iraqi forces" and "Iraqi officials" are
Shi'a? All of them? Are we supposed to believe that these guys divorce their tribes when they join the military?

Gawd I wish that American Officialdom could take off the red-white&blue glasses every once in a while. (i.e., I'm sure that Condi's trip to Asia to "make" China enforce restrictions ought to go swimmingly)
