If you can't feed your own people and they are eating grass in the countryside maybe spending your limited resources on nukes isn't a wise investment...
NM has a lot of seismologists and nuclear physicists and both groups have been very guarded about this. "More fizz than pop" is the quotation on local news.
Consider that the lowest yield nuke so far has produced a seismic event of 4.8. That's six times more powerful than the 4.2 recorded in Korea.
To release no radiation would mean the test would have to be very deep underground.
Underground tests leave craters as the ground above collapses into the chamber created by the explosion. As far as I know, no such crater has been detected.
This may very well be an astonishing hoax by a country that wants the world to think it can fight back if anyone invades.
