1. About 30 seconds and the click of a mouse..
I file about twenty a day.

2. They'd have to be able to ID the plane
which means they'd have to hope somebody was filming the acrobatics before the hit. Small planes don't have transponders, generally.

4. Transponders are quite common these days

most are altitude encoding as well. It if was a twin, it had one. Whether or not it was on is another matter.

They just wanted to give NORAD time to get those planes up and out...to work the sheeple into a frenzy.
