1. They Won't.
Karl Christian Rove & Co. will try to make it Clinton's fault. But nobody with a brain in their skull (i.e., two-thirds of Americans) believes a thing coming out of these people's mouths anymore.

It took a gay pedophile sex scandal to finally bring us to this point. Sad but true.

2. FEAR FEAR FEAR
Saying that the Democrats are weak on national security and terrorists.
Scaring ppl if you don't vote for republicans you could end up nuclear attack on US soil.
That America should rally around the president to get Americans through.

More of the same old Fear/Smear tactics, with no truth behind it... unfortunately this method works in a lot of areas.

3. Hard sell, they'll have to go for FEARFEARFEAR TERRATERRATERRA
The problems they have to overcome are as follows:

NO good video of North Korea. How long can we keep people frightened without menacing video? At least with Nine Wun Wun they had Osama's boys on the monkey bars to splice between pictures of the WTC pancaking to scare the shit out of people.

Kim Jong Il looks like a wizened cartoon character; a steroidal mini-me. The hairstyle and high heeled shoes alone are comedy fodder. His absurd language in his insane speeches comes across like the character you used to see in old nuthouse movies who thought he was Napoleon, or some such.

His military is rabid, the rest of his government is on the restraint page. He's batshit crazy, but clever enough to want to hang on to power. At least that's what the North Korea-ologists are saying. What we do know is that his people go hungry, they are much smaller than their neighbors to the south, and horribly malnourished.
