On Thursday evening, during her meeting with President Jalal Talabani, the lights went out, forcing Ms. Rice to continue the discussion in the dark. It was a reminder of the city’s erratic — and sometimes nonexistent — electrical service.

1. I doubt that the irony was illuminated to her.
No one could have foreseen that bombing the key electrical plants and their failed reconstruction by war profiteering contractors would result in rolling blackouts.

The emergency generator must have run out of gas.

Most Iraqis rely on gasoline to fuel their generators.

Because we fucked up the infrastructure and didn't repair it.
