Who will Bush pardon when he leaves office?

Who will Bush pardon when he leaves office?
Assuming that we don't get to remove Bush from office (I'm still holding on to that slight possibility), I'm afraid that he'll simply pardon everyone who has been convicted during his stay in office. Tom Delay? Pardon. Abramoff? Free to go. Bob Ney? Here's your free pass. Iraq war criminals? Hell, they were only doing what Bush wanted them to do, they served their country, so here's a pardon. Foley? Well, he didn't actually have sex with that boy, did he? He's been punished enough, so he's free.

Who else am I missing?

I'm sure he was the one who pardoned Ollie & company. Did Reagan pardon Pappy Bush in advance?

5. Scooter Libby will definitely get a pardon
There will be a large flurry of pardons, and there's not a chance the media will half as critical of them as they were of Clinton in his last days in office.

executive power? Would it be desirable? Am I sounding like Rumsfeld?

10. It would take a constitutional amendment
Article II Section 2 states:

he shall have Power to Grant Reprieves and Pardons for Offences against the United States, except in Cases of Impeachment.
