Maybe I'm wrong on this, but isn't HR 6166 different from S. 3930?

Aren't they two different bills? Doesn't that mean they have to go to a conference between the House and the Senate to reconcile the differences? Or maybe I just misunderstood that whole thing about a bill having to pass both houses of Congress to become a law. (Damn you School House Rock.)

1. Look forward to this scenario:
A conference committee will be hastily formed and the (alleged) product of their labors will actually be far closer to what the White House demands than either bill. This will be done in haste and, in the dark of night just before Congress adjourns to rush back and spend the campaign funds coughed up by the corporate interests they'll hurriedly accept the conference report and pass the bill.

Only under the furor of the campaign season and masked by the din of "surprises" will it leak out that the legislation passed by both houses is an abomination - devoid of any purported "improvements" and interpreted as a carte blanche by the White House ... by a signing statement!!!!

Remember the Patriot Act? IWR?

2. Same language
The Senate will probably end up voting on the House bill--they both have the same language, the "compromise" language agreed to by the Republicans ONLY last weekend.

3. Yes,
and that means they have to go into conference to reconcile any differences between the two bills. Normally, this would take MONTHS, so I wasn't worried about this bill passing before the recess. Then, Frist announced that they intend to have the bill out of conference & ready for signing THIS WEEK. It is being rushed in an incredible way so that it can become law before the nov. election. It's the Republican's last stand.
