Bolton seeks Senate panel backing in UN job

But Democrats who blocked the nomination last year said they saw no reason to change their stance. They said Bolton has bungled negotiations on a new U.N. human rights council, mismanaged U.N. reform efforts, and alienated ambassadors from countries needed to meet challenges in the Middle East and Asia.
"My objection isn't that he's been a bully, but that he's been an ineffective bully," said Sen. Christopher Dodd, a Connecticut Democrat.
The hearing for the most part was far more cordial than last year's, in which some of Bolton's former State Department colleagues described him as an overbearing bureaucrat who sought to punish those who disagreed with him.
