5. Yes and no
The southland always needs the rain this time of year due to the extreme heat that we see during our 6 month long summers. But if your question was whether there are people who have yet to repair their homes after last year's hurricane season, the answer is an emphatic yes, there are many people in that shape. Every time it rains, some residences sustain even more damage due to leaking roofs and blue tarp patches that don't hold very well. It's a sad situation for those folks- most of whom are elderly and/or poor/working class people who didn't have insurance because they couldn't afford it. And of course there are also plenty of people getting screwed by the insurance they did have, so they don't have repairs either.

It's very sad all the way around. And the Bush and Perry admins have done next to nothing to substantively help the situation (I can't speak to LA).

6. That's why I included Louisiana
it's not likely to be even be a tropical storm, but it looks like a few days of rain and I doubt that last year's victims are ready. Still I understand the real need for rain.

9. This isn't the 1st bout of severe weather we've seen though

Just a few weeks ago, Beaumont, TX received about 14 inches of rain in a 10(?) day span, so we've unfortunately seen much rain this summer. I'm sure the New Orleans/Mississippi coast areas have seen those same kinds of summer storms roll through as well.

It really is amazing to live in such a country where the federal and state governments conveniently forget that you're even alive. FEMA has been a disater, the insurance companies are getting away with all kinds of things all the while raising rates to 3 and 4X what they were, and yet the government does next to nothing. :(


on edit- I see from your profile that you reside in Jamaica. Let me say that I hope y'all have a peaceful summer season as well!
