VIEWS ON DISASTER ASSISTANCE AND KATRINA RECOVERY EFFORTS:
Consistently voted against funding to FEMA over the last decade, even though he lives on the Gulf Coast. Voted against aid package for Katrina victims. "Katrina also has exposed the failed welfare policies of the past 60 years. In New Orleans, hundreds of thousands of impoverished citizens lacked any resources to safeguard their families and their property from the storm. Virtually everyone who stayed behind was poor. It is time to recognize that government assistance over several generations did not eradicate poverty in New Orleans, but rather created a deadly form of dependency on government."

(May 2001) Rated 0% by NARAL, indicating a pro-life voting record. (Dec 2003) In 2006 he introduced H.R. 776 to have Congress declare that life exists at conception and to prevent federal courts from claiming jurisdiction over cases involving abortion.
ON GAY RIGHTS AND MARRIAGE:
In a 2004 speech before Congress he expressed support for the Federal Defense of Marriage Act and expressed his support for the Marriage Protection Act as an alternative to the FMA <23>. In 1999 he voted for H.R. 2587 that banned gay couples from adopting children in the District of Columbia.
ON VOTING RIGHTS:
In 2004 he spoke out against efforts to abolish the Electoral College, stating that such a reform would weaken the "voting power of pro-liberty states."
In 2002 spoke before the Congress in opposition to campaign finance reforms that place any restrictions on citizens and businesses making campaign contributions to the candidate of their choice on First Amendment grounds.
ON CIVIL RIGHTS:
"The Civil Rights Act of 1964 not only violated the Constitution and reduced individual liberty; it also failed to achieve its stated goals of promoting racial harmony and a color-blind society. Federal bureaucrats and judges cannot read minds to see if actions are motivated by racism. Therefore, the only way the federal government could ensure an employer was not violating the Civil Rights Act of 1964 was to ensure that the racial composition of a business's workforce matched the racial composition of a bureaucrat or judge's defined body of potential employees. Thus, bureaucrats began forcing employers to hire by racial quota. Racial quotas have not contributed to racial harmony or advanced the goal of a color-blind society. Instead, these quotas encouraged racial balkanization, and fostered racial strife."
