A quick question about DC and the floods

I've heard news that "the mayor is thinking about calling up the National Guard." What Guard? Does DC have it's own National Guard? Would the mayor have the authority to call them up?

But apparently the mayor can't call them up.

From their site.

"The District of Columbia National Guard has an unique mission. As the only National Guard organization with no local jurisdiction, only the President himself can activate us during natural and civil emergencies."

4. I know my old house in Arlington has a basement full of water
Since Topper Shutt has predicted flooding to be Agnes style in '72, it predates my owning that old house.

I can say I would be way beyond hyperventilating by now if I still owned it.
After I sold it, it took a few years before I stopped freaking out whenever a massive rainstorm was to arrive.

I really feel for those affected by the flooding, though. Been there, done that. I wish you all the best.
