Put them in a normal prison on American soil. Split them all up, and put them all around the nation in different prisons. That way they won't be able to organize an attack or breakout.

This would call their bluff because they would have to let them be seen by normal prison guards and it is likely that it would get out if they tortured these fellas.

They never want to close GITMO, because "they don't want these guys back in circulation." Don't put them back into circulation, just move them to American soil.
